묻다

2011년, 구제역과 조류인플루엔자(AI)가 전국으로 확산되었다. 정부는 단 한 마리만 의심스러워도 해당 농장은 물론, 반경 3km이내의 모든 농장의 동물들까지 살처분 하라는 지엄한 명을 내렸다. 그로인해 전국에 있는 430만 마리의 돼지·소·염소·사슴과, 640만 마리의 닭과 오리가 속절없이 파묻혔다. ● 매몰은 급박하게 전개되었다. 대부분의 동물들은 안락사 대신 생매장 되었고, 매몰지는 부적절한 위치에 조성되었으며, 기본 시설조차 갖추지 못했다. 졸속으로 만들어진 4,800여 곳의 매몰지에서 피로 물든 지하수가 논과 하천으로 흘러나왔고, 썩지 못한 사체들이 땅을 뚫고 솟아올랐다.

2014년, 법정 발굴 금지 기간이 해제되었다. 3년 전, 천만 이상의 생명을 삼킨 4800여 곳의 불온한 땅은 고스란히 사용가능한 땅이 되었다. ● 대개의 매몰지는 비닐로 은폐된 채로 방치되고 있었다. 곳곳에서 사체 썩는 악취가 피어올랐다. 대지의 기척도 예사롭지 않았다. 불길이 닿은 적 없는 땅에서 풀들은 까맣게 타 죽었다. 어떤 풀들은 새하얀 액체를 토하며 기이하게 죽어갔다. 그나마 풀조차 자라지 못한 곳도 있었다. 그럼에도 불구하고 일부 매몰지에서는 작물 재배가 시작되었다. 콩은 자라지 못했고 부추는 생육이 더뎠다. 논에는 날벌레가 자욱하게 끼었고, 옥수수와 깨는 짓무르고 쓰러졌다.

2011년 이후 구제역과 조류인플루엔자(AI)는 2년에 한 번 꼴로 발생하고 있다. 이 작업을 진행하던 2014~2015년 사이에도 구제역으로 가축 11만1000마리, AI로 닭·오리 1,749만 마리가 각각 살처분되었다. ● 정부는 규칙을 만들었고, 그 규칙에 따라 예외 없이 파묻었다. 그곳에 죽음은 없었다. 다만 상품들이 폐기되고 있을 뿐이었다. 판단은 거세되고 효율만이 작동하는 동안 동물들은 면역력을 놓쳤고, 대지는 자정능력을 잃었다. 그리고 우리는 인간성을 상실했다. ● 이 작업은 합리성과 경제성을 기반으로 작동하는 우리 사회 시스템에 의해 산 채로 매장된 동물들과 함께 우리들의 인간성마저 묻혀버린 땅에 대한 기록이다. ■ 문선희

In 2011, foot-and-mouth disease and avian influenza (AI) had engulfed the entire country. Government ordered to kill not only the animals in a farm with a suspected animal, but also all the animals in farms within 3km radius. Thus, 4.3 million pigs, cows, goats and 6.4 million chickens and ducks were buried helplessly. ● The burials were conducted urgently. Most animals were buried alive instead of euthanasia, and burials sites were designated in improper places without even the most basic equipment. Blood-stained ground water flew out to rice paddies and streams from about 4,800 hastily prepared burial sites, and undecayed bodies soared up from the ground. ● In 2014, the statutory excavation prohibition was lifted. All the unstable lands in 4,800 burial sites that had swallowed more than 10 million lives three year ago has become usable lands. ● Most burial sites had been left with only a layer of plastic covering over them. Odors from rotten bodies were filling the sites. Odd signs could be found everywhere. Grasses were black even though there had not been a fire. Some grasses died leaving bizarre white fluids. Some lands did not even grow any grass. However, people started growing crops in some burial sites. Soy beans did not grow, and chives grew slowly. Winged insects covered up the lands while corns and sesames festered and collapsed. ● Since 2011, foot-and-mouth disease and AI have been breaking out once in two years. Between 2014 and 2015, when I was working on this project, 111,000 livestock and 17.49 million poultry were killed due to foot-and-mouth disease and AI. ● Government has established a rule, and animals were killed according to the rule without exceptions. It is not death. It is simply to discard useless goods. Judgements were lost and efficiency ruled all operations. Animals were disimmunized, the land has lost self-purification capacity, and we have lost humanity. ● This work is a record of lands, in which we have buried live animals together with our humanity to operate our society efficiently and economically. ■ Moon, Seon hee
